    Public Property BitsPerSecond As System.Integer
    public System.int BitsPerSecond {get; set;}
    Remarks
    If the "Quality" parameter for video copmression is set to a number rather than a VideoCompressionOptions object, then a default VideoCompressionOptions object will be created, based on the format, and the rate will then be set to that quality value.
